This has bothered me ever since I first read it. They are both surviving right now, at the same time.

OK, that's easy enough. "Either" means one or the other.
BUT -

If both are surviving and living when it says that "neither" can, it seems like turning the whole phrase around to "both can survive while the other lives" makes just as much sense.

It would seem that if all the Horcruxes are destroyed, he'd be human again, so he could. But wouldn't he be too dangerous to allow him the chance to create another Horcrux? It's about the only thing would trust him to do for sure...do something to keep himself from dying... well, that and continuing to be mean and evil.
